Must possess any combination of education and experience equivalent to a four year degree in Public Administration, Emergency Medical Services, Fire Science, Business Administration, or related advanced education in the Fire Suppression and Rescue field; EMT certification; CPR certification; NIMS – ICS 100 – 400 & ICS 700 certification; EVOC certification; Firefighter II certification; Hazardous Materials Operations certification; Fire Marshal certification; Fire Officer certification; and Fire Instructor certification; EFO & CFO/CMO preferred.

BEDFORD COUNTY DEPARTMENT OF FIRE & RESCUE DEPUTY CHIEF, FIRE DIVISION GENERAL DEFINITION OF WORK:
Performs difficult administrative and fieldwork in supporting the career and volunteer fire service system. Provides education geared to increase awareness in the community of a variety of emergency service opportunities, specifically promoting the need for and recruitment of volunteer Fire Suppression personnel. Participate in fire safety and fire prevention; promote the role of the Fire and Rescue Department in the community; does related work as required including responding as a fire suppression team member to emergency situations. Work is performed under the general supervision of the Chief of Fire and Rescue. This is a command level executive position.

DISTINGUISHING FEATURES OF THE CLASS:
This position requires exercising a great deal of self-initiative and possessing the ability to positively interact with the public, volunteers, career staff, support staff, and outside agencies in a professional, courteous and tactful manner during routine and emergency situations. Actions and decisions will have some impact on the County.

TYPICAL TASKS:
• Identify recruitment, retention and educational needs of volunteer fire
suppression personnel;
• Prepare reports of events and statistics relative to Fire & Rescue
specifically for suppression and public education programs;
• Prepare a calendar of programs and events relative to emergency
services education;
• Work with other County departments, agencies, and civic groups to
increase awareness and recruitment, enhance and foster the fire service
image in the community;
• Coordinate and prepare Fire Division education messages for release to
the newspaper, TV, radio, community, and County newsletter.
• Respond to citizen inquires relating to Fire Safety, ISO Ratings, Fire
Service system delivery, recruitment needs and educational programs,
(i.e. Smoke Detector Program, etc.);
• Serve as a member of the Local Emergency Planning Committee;
• Develop a positive working relationship with the Chairman of the Fire
Commission and serve as a liaison to same;
• Provide a clearinghouse to coordinate Fire Service recruitment activities in
the County including the provision of training for Fire Department
members and coordinate with the Fire Chief’s and Training Officer’s to
determine the educational needs of the 12 individual Fire Departments
within the Department of Fire & Rescue;
• Service as a liaison to the Department of Fire & Rescue Safety Officer;
• Assist with preparation of the Department’s annual budget;
• Attend Board of Supervisor’s Meetings as required;
• Attend functions, meetings, and events as an official representative;
• Other duties as may be assigned by the Chief of Fire & Rescue.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a four year degree in Public Administration, Emergency Medical Services, Fire Science, Business Administration, or related advanced education in the Fire Suppression and Rescue field; EMT certification; CPR certification; NIMS – ICS 100 – 400 & ICS 700 certification; EVOC certification; Firefighter II certification; Hazardous Materials Operations certification; Fire Marshal certification; Fire Officer certification; and Fire Instructor certification. EFO & CFO/CMO is preferred. General knowledge of radio systems in relation to emergency services and Enhanced 911 telephone operations is preferred; familiarity with NFPA standards, particularly as they relate to NFPA and OSHA requirements and guidelines with emphasis in the area of worker member safety and Health and Safety relevant to fire and rescue operations and personnel; training in the area of public speaking and public education.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices of Fire Suppression and EMS; comprehensive knowledge of all aspects of emergency services operations; public information officer skills; knowledge of the organization’s strategic direction, mission, vision, and values as they relate to the Department of Fire & Rescue; must be skillful in communicating with and educating a variety of audiences; ability to employ team oriented problem solving techniques and be capable of motivating new or inexperienced members; committed to continuous quality improvement; ability to identify and interpret trends in the Fire service industry and prevention related issues; develop educational programs; maintain an effective working relationship with emergency service personnel as well as law enforcement.

SPECIAL REQUIREMENTS:

The County of Orange Fire and EMS Department is seeking a full-time Firefighter/Medic.  Primary responsibilities can include, but are not limited to:

¨      Perform intermediate protective service work responding to fire and emergency medical service calls.
