Prince George County, Virginia is currently seeking a Director of Fire, EMS and Emergency Services. Prince George Fire Services is composed of over 250 active and associate Volunteers and 10 Career personnel. There are five Volunteer Fire Companies with six stations, one Emergency Crew and an Administrative Office. The position will be responsible for planning, organizing and directing the overall operation of the fire departments, emergency medical services and emergency services for the County; coordinating emergency planning for all man-made and natural disasters; managing the County Fire, EMS and Emergency Services; coordinating disaster and hazardous materials responses.

Qualification Requirements:
Qualified candidates will have comprehensive knowledge of fire, EMS, emergency services and disaster planning management; extensive knowledge of laws and regulations controlling fire, EMS and emergency services; proven management and administrative skills; ability to lead, direct and manage the activities of volunteer and career personnel; ability to establish and maintain productive and harmonious working relationships with volunteers, career personnel, government officials and the public; ability to prepare technical and informative reports and present complex information to varied audiences; ability to exercise sound judgment and discretion in emergency situations.

Must possess any combination of education and experience equivalent to graduation from an accredited college or university with a major course work in a field related to the Department and extensive experience in fire, emergency services and/or emergency medical services, with extensive management experience and working with volunteers.

Special Requirements:
Possession of an appropriate driver’s license valid in the Commonwealth of Virginia; current certification as Emergency Manager by the Virginia Department of Emergency Management or current Certified Emergency Manager (CEM) certification by the International Association of Emergency Management; certification as EMT/Paramedic; certification as Hazardous Materials Technician; certification as Fire Officer II; certification as Fire Instructor II; and certification as an Emergency Vehicle Operator; or, ability to obtain certifications within six months of employment.

Pre-employment physical/drug testing and comprehensive criminal background investigation is required.

PRIMARY FUNCTIONS/RESPONSIBILITIES:

• Supervise all operational and administrative matters of the Department of Fire and Rescue;
• Oversee the daily operations of the Department of Fire and Emergency Services in accordance with OSHA, NFPA, VAOEMS and other state/federal regulations;
• Prepare the operating budget and maintain pertinent records;
• Provide oversight and supervision over division supervisors;
• Serve as appointed Coordinator of Emergency Management; Develop and update emergency and disaster plans for natural (weather events) and manmade (homeland security) events;
• Maintain the Basic Emergency Operations Plan with all applicable annexes and special risk areas, the Hazmat and Emergency Transportation plan and other site specific plans such as schools, hospitals, power plants and governmental facilities to include federal; Complete state and federal capability assessments;
• Apply for grants such as homeland security funding and the Fire Act Grant;
• Coordinate disaster responses and cost recovery and mitigations; Supervise and oversee planning consultants for special projects related to emergency planning; Meet with public/civic and private groups to speak about homeland security;
• Serve as representative for all emergency incidents; Coordinate with the Volunteer Fire Rescue Association and work with Volunteer Fire and Rescue to develop plans and programs for providing coverage to emergency incidents to include long range strategic planning;
• Respond to large incidents (fire/mass casualty) and hazardous materials spills providing operational support for life safety, incident stabilization and recovery efforts to include cost recovery and answering complaints/concerns;
• Supervise the Public Access Defibrillation program;
• Supervise and participate in recruitment, hiring, training, disciplining, counseling, performance evaluations and coordination of scheduling staffing/station assignments;
• Perform related tasks as required.

QUALIFICATIONS:

• Minimum of a Bachelors Degree, with a Masters Degree preferred, from an accredited college with major course work in fire science or fire/public administration with extensive experience in fire and rescue to include considerable supervisory experience,
• Graduation from the National Fire Academy Executive Fire Officer (EFO) Program is preferred,
• Comprehensive knowledge of fire administration, including organization, staffing, financing, equipment management and maintenance, records and reports,
• Comprehensive knowledge of the laws and regulations relating to the control and prevention of fire,
• Comprehensive knowledge of modern firefighting techniques and equipment,
• Ability to exercise sound judgment in emergencies,
• Ability to maintain discipline, analyze the effectiveness of a firefighting organization and institute improvements,
• Comprehensive knowledge of the geography of the County,
• Possess or obtain and maintain valid Virginia Driver’s license.

SALARY RANGE: $86,153 – $137,841

TERMS OF EMPLOYMENT: Full Time Permanent

Requires Virginia drivers license, NFPA/VA Certified Officer II or above, NFPA/VA Certified Instructor III or above and current certifications as a Commonwealth of Virginia EMT-Basic, EMT-Intermediate or EMT-Paramedic with extensive field experience. Out of state applicants must possess Virginia certification equivalencies and the ability to obtain valid Virginia certifications within a year of hire. The ideal candidate will possess excellent communication and interpersonal skills, with a proven ability to lead by example. The ideal candidate should demonstrate strong leadership and managerial skills with an emphasis on volunteer relations including but not limited to recruitment and retention, team building and conflict resolution.
