Work involves participating in the Tidewater Regional Fire Academy program, along with other specialized training courses, and performing additional fire and emergency medical services work.

Essential Functions:
• Participates in and successfully completes the Tidewater Regional Fire Academy training program.
• Participates in and successfully completes the Firefighter I, Firefighter II, Rope Rescue I, Hazmat Awareness, Hazmat Operations, Vehicle Extrication, Emergency Medical Technician and Emergency Medical Technician Enhanced, Commonwealth of Virginia certification courses, American Heart Association CPR certification, or other certification courses as determined by the Tidewater Regional Fire Academy Board or the Department of Fire and Paramedical Services.
• Performs limited, non-hazardous, fire or emergency medical services functions.
• Must be able to perform the physical aspects and meet the requirements and tests prescribed by the City’s Civil Service Commission. (Please see attached requirement sheet.)
• Must have the ability to communicate effectively, both orally and in writing.

Education/Experience:
Requires equivalent to graduation from high school and any equivalent combination of training and experience.

Additional Requirements:
In order to qualify for the position of Firefighter Recruit applicants must:

1.) Be a minimum of 18 years of age.
2.) Have a high school diploma or a general education development certificate.
3.) Have a valid driver’s license.
4.) Have an Honorable Discharge if the applicant is a veteran of the Armed Forces.

Automatic Disqualifiers

The following automatic disqualifiers will cause the processing of the applicant to be immediately discontinued:

Criminal Record:

1.) Conviction of any felony.
2.) Conviction of any offense involving moral turpitude, including larceny, concealment, bad checks, embezzlement, perjury.

Driving Record:

1.) Current driver’s license suspension.
2.) Driver’s license suspension within past 12 months because of moving violations.
3.) Conviction of drunk driving or driving under the influence within the past five years.
4.) Conviction of a misdemeanor hit and run.
5.) Extensive traffic violation convictions, (e.g., three convictions within one year).
6.) More than three Division of Motor Vehicles demerit points.

Drug Usage:

1.) Any use of opiates (heroin, cocaine, morphine, methadone, etc.) or any illegal hallucinogen (e.g., LSD, MDA, etc.).
2.) Any substantiated illegal act, including the possession, sale, manufacture or distribution of any narcotic controlled substance or dangerous drug, as defined by state or federal law, except the use of marijuana which is evaluated on the frequency of use.
3.) Frequent use of marijuana, (e.g., ten times within two years).
4.) Any illegal use of a drug or substance within 12 months before submitting an application, or any time thereafter.

Military:

1.) Dishonorable discharge from the military.
2.) Bad conduct discharge from the military.

Application Process

Firefighter Recruit applicants must submit:

1.) City of Norfolk Public Safety Application for Employment.
2.) Photocopies of birth certificate, high school diploma or GED certificate, driver’s license, and DD214 (long form), if applicant ever served in the military.
3.) Attach copy of Department of Motor Vehicle Report (not over 1 year old) from state being licensed.

Screening Process

Firefighter Recruit must successfully complete the following steps:

1.) Written Test – Designed to measure reading comprehension necessary to successfully complete required employment training and certification.
2.) Physical Agility Test – Events designed to simulate typical work related situations which require the ability to perform specific physical activities.
3.) B-PAD- This examination is used as an interpersonal assessment device.
4.) Polygraph Examination – This examination is used to verify the background data in the Personal History Application form. Deception noted in the areas of the automatic disqualifiers may prevent further processing.
5.) Background Investigation – Entails obtaining and verifying information in regards to prior employment, drug use, personal references, criminal records, Division of Motor Vehicle records, and credit records.

Post-Job Offer Screening Process

Firefighter Recruit applicants must successfully complete the following steps:

1.) Drug Screening
2.) Medical Examination
3.) Psychological Examination
4.) Candidates will be required to sign an acknowledgement that it is a condition of their initial and continued employment that they refrain from any on-duty or off-duty use of tobacco products.
