Richmond Fire Department is hiring

The hiring process is starting again this weekend for the Richmond Fire Dept. The job posting will open officially on Sunday July 12, 2009. The application process is drastically different from previous hirings the Dept. has done. An applicant will have to go the City of Richmond website and fill out the application on-line. The process will require access to a computer and an active email account. All contact by the City of Richmond and the Dept. with the applicants will be done electronically- that means the acceptance of applications and notification of the written test, the score and interview time, the ranking list letter, etc. will all be done electronically. This will be time and cost efficient for the City of Richmond but will be a new experience for all the applicants.
Because of this new City of Richmond process, there will be no applications placed in the firehouses. If anyone comes to the stations asking about the process, please direct them to the City of Richmond website. The steps are listed below and I hope to have hard copies of this sent out to each firehouse next week.

Through the work of the Recruitment, Retention and Employee Development (RRED) workgroup and HR, there have been some changes to our Automatic Disqualifiers that everyone should be made aware. The new Automatic Disqualifiers are as follows:

* Have no felony convictions for any offense within 60 months preceding the date of application;
* Must successfully complete the events that comprise the Richmond Physical Agility Test (RPAT) within a 15 minute time period. Successful completion of the CPAT within one year of the date of hire can be substituted for completion of the RPAT.
* Have a good driving record and no DUI convictions within 60 months preceding the date of application and possess a valid Virgin ia driver’s license at the time of hire;
* Have not had a dishonorable discharge, undesirable discharge, or bad conduct discharge from any of the armed services of the United States or equivalent type of discharge from another country’s military services.

These changes are reflected in the supplemental questions on the application. Our recruitment page on the website will soon be updated with the changes as well.

This application process is slated to stay open through Sept. 13th. Application Steps for the City of Richmond

2) Click on “I Want To” on the Top Left Corner
3) Select “Apply for a Job”
4) Scroll down to the actual job listings and click on the “Fire Recruit” position
5) The job listing and specifications will come up.
6) Select “Apply” link with the posting on the right side of the screen.
7) You will be asked to create an account with Government Jobs if you do not already have one.

The application does not have to be completed in one sitting. The work done will be saved and you can logout and log back on at a later date to complete the application if needed. The process will take approximately 30-45 minutes if the applicant has all of his/her pertinent information available when s/he sits down to complete the ap plication. This will be important for those applicants who are using computers at libraries, Kinkos, etc.

Essential Functions:
• Participates in and successfully completes the Tidewater Regional Fire Academy training program.

Automatic Disqualifiers

The following automatic disqualifiers will cause the processing of the applicant to be immediately discontinued:

Criminal Record:

2.) Conviction of any offense involving moral turpitude, including larceny, concealment, bad checks, embezzlement, perjury.

Driving Record:

1.) Current driver’s license suspension.
2.) Driver’s license suspension within past 12 months because of moving violations.
3.) Conviction of drunk driving or driving under the influence within the past five years.
4.) Conviction of a misdemeanor hit and run.
5.) Extensive traffic violation convictions, (e.g., three convictions within one year).
6.) More than three Division of Motor Vehicles demerit points.

Drug Usage:

1.) Any use of opiates (heroin, cocaine, morphine, methadone, etc.) or any illegal hallucinogen (e.g., LSD, MDA, etc.).
2.) Any substantiated illegal act, including the possession, sale, manufacture or distribution of any narcotic controlled substance or dangerous drug, as defined by state or federal law, except the use of marijuana which is evaluated on the frequency of use.
3.) Frequent use of marijuana, (e.g., ten times within two years).
4.) Any illegal use of a drug or substance within 12 months before submitting an application, or any time thereafter.

Military:

1.) Dishonorable discharge from the military.
2.) Bad conduct discharge from the military.

Screening Process

Firefighter Recruit must successfully complete the following steps:

1.) Written Test – Designed to measure reading comprehension necessary to successfully complete required employment training and certification.
2.) Physical Agility Test – Events designed to simulate typical work related situations which require the ability to perform specific physical activities.
3.) B-PAD- This examination is used as an interpersonal assessment device.
4.) Polygraph Examination – This examination is used to verify the background data in the Personal History Application form. Deception noted in the areas of the automatic disqualifiers may prevent further processing.
5.) Background Investigation – Entails obtaining and verifying information in regards to prior employment, drug use, personal references, criminal records, Division of Motor Vehicle records, and credit records.

Post-Job Offer Screening Process

Firefighter Recruit applicants must successfully complete the following steps:

1.) Drug Screening
2.) Medical Examination
3.) Psychological Examination
4.) Candidates will be required to sign an acknowledgement that it is a condition of their initial and continued employment that they refrain from any on-duty or off-duty use of tobacco products.

Combats, controls, and extinguishes fires; rescues persons and salvages property in emergency situations; maintains equipment, fire station buildings, and grounds; performs fire prevention activities; drives or assists ambulance drivers to transport sick, injured, or convalescent persons.

Examples of Duties:
# Responds to fire alarms and other emergency calls. Under supervision, lays out and connects hoses, and directs streams of water or chemicals onto fires. Positions, raises, and climbs ladders to gain access to upper levels of buildings or to rescue individuals from burning structures. Carries out firefighting activities using tools and methods in a prescribed manner; creates openings in buildings for ventilation or entrance, using axes and crowbars and other appropriate tools. Salvages and preserves property to minimize fire loss; protects property from water and smoke by use of waterproof salvage covers, smoke ejectors, and deodorants. Performs emergency life saving activities; administers medical aid. Performs clean up activities after fire suppression.

# Drives or accompanies and assists ambulance driver to transport sick, injured, or convalescent persons. Places patient on stretcher and loads stretcher into ambulance. Takes sick or injured persons to hospital, or convalescents to destination, using proper knowledge and skill in driving. Changes soiled linen on stretcher. Sanitizes and decontaminates ambulance and equipment. Administers medical aid as needed, such as bandaging, splinting, administering oxygen, performs cardio pulmonary resuscitation. When assigned, performs advanced life support and emergency medical services in the capacity of a trainee under the general guidance of a medic firefighter.

# Performs assigned duties in maintaining apparatus, quarters, buildings, equipment, and grounds. Sweeps and mops station house floors; cleans and clears driveway; police grounds and trims grass. Inspects all fire apparatus daily; checks crankcase oil level, observes coolant level in radiator, checks batteries and all warning signals; inspects tires and cleans body of trucks. Checks two way communications equipment. Inspects all related fire tools and equipment daily. Cleans and paints equipment as necessary.

# Participates in drills, demonstrations, and courses in hydraulics, pump operation and maintenance, and firefighting techniques. Inspects buildings for fire hazards and compliance with fire prevention ordinances.

# Drives fire apparatus to the scene of emergencies. Makes adjustments to equipment as the situation demands at a moments notice. Maintains proper operation of fire apparatus at all times. Informs fire communications dispatcher of status of emergency situations via radio.

# When assigned, may perform the following: vehicle maintenance and station maintenance; maintains supplies, conducts inventories; prepares a variety of reports performs variety of training functions under the direction of a senior officer; and performs a variety of safety functions, such as conducting safety inspections and test, preparing safety materials and statistical reports and completion of accident reports.

# Performs other related duties as required.

Incumbent will be required to work in small confined areas; to work in areas of extreme danger, to include heights; and to deal with extreme stress. This is a non-exempt position.
